Arrangements will be made for early submission of detailed scheme covering all capital development expenditure of £500,000. In order to avoid any compli- cations over underlying principles of C.D. and W. grant regarding revenue-producing projects, it is desired that cost of flats, for which occupants are charged rent, is debited to C. and M.E.S. vote and not to C.D. and W. grant.
